December 2010 - Message from Carlos...
The holidays beckon and I want to be among the first to wish you and your family a safe and happy season. It's a time for worship, fellowship, and giving — not just to each other but to the entire community — an opportunity to spread good cheer and share our bounty with neighbors and strangers in need.

On Dec. 10 I'll be hosting my 14th Annual District Christmas Party and Toy Drive at VFW Post 9186, 650 VFW Blvd. in San Antonio, from 6 to 11 p.m. There will be plenty of food, refreshments and music, and you are invited — all for the admission of one unwrapped toy. Your generosity will be shared with hundreds of children who may not have much else to look forward to this year.

The holiday season is also a time of reflection and renewal — a chance to mull our regrets and accomplishments, and look with promise-filled eyes to a new year and all its potential.

So, as your family gathers for the season's fare, I hope your days are filled with success and prosperity, that your hearts are filled with hope and charity, and that you enjoy a very Merry Christmas, Happy Hanukkah and Happy New Year!

Fix on the way for flaw in disabled veterans property tax exemption bill

The next session of the Texas Legislature will face many partisan challenges, but there is one issue that promises to unite lawmakers from both sides of the political aisle — our commitment to military veterans.

One veterans' issue in particular demands our attention. A state law that provides a full property tax exemption to veterans who are 100 percent disabled from their military service has caused some confusion and needs to be revised.

Under current law, the exemption does not follow the disabled veteran when he or she sells their house. Correcting that omission will be a priority for me and other lawmakers in the next legislative session.

In 2007 more than 85 percent of Texas voters approved the constitutional amendment providing for this exemption — an overwhelming display of support and gratitude for those who sacrificed so much for our nation.

I commend everyone who voted for it, and I hope you will support efforts next year to make the law even stronger. This simple change will make eligible veterans more self-reliant and secure, and give the rest of us another chance to say thanks.

Funds for the arts

Working with Sen. Uresti's staff, the Texas Commission on the Arts has identified a number of projects and programs in Senate District 19 worthy of state funding, including the San Antonio Symphony.

The symphony received a $15,000 Arts Create grant, which will be used to fund fixed artistic expenses, and a $1,500 Arts Respond grant for the Homenaje A Mexico concert, which celebrates the golden age of Mexican music.

The commission also granted $1,500 to the city of El Paso's Museums and Cultural Affairs Department to help produce the 5th Annual Franklin Mountains Poppies Preservation Celebration.

Finally, TCA provided three grants, totaling $11,500, which will allow Ballroom Marfa to bring leading artists and innovative exhibitions to far West Texas.

District 19 Attraction of the Month — Devils River Land Swap Proposed

The Texas Parks and Wildlife Commission is considering a proposal to acquire a 17,638-acre property for a new state park on the Devils River in Val Verde County. A final decision has been postponed on the proposal, which would result in the exchange of the existing Devils River State Natural Area as partial payment for a privately owned ranch downriver that would become a new state park, according to the Parks and Wildlife Department.

The ranch has much more river frontage and public access as well as outstanding natural and cultural features.

“By repositioning our existing assets along the Devils River, we can increase public access to and awareness of this spectacular river, as well as expand protection of this region’s uniquely important natural and cultural resources,” said Carter Smith, TPWD executive director.

Permanent conservation easements on the existing state natural area as well as the new property will prevent unsuitable development and ensure continued protection, according to Smith.

The commission is expected to take up the proposal after the first of the year.
