October 2010 - Message from Carlos...
For the last four years it has been my honor and privilege to represent the people of San Antonio and West Texas in the Texas Senate. Together we have made tremendous strides, in education, health care, child abuse treatment and prevention, public health, and public safety. With many of these programs now in jeopardy from a multibillion-dollar budget shortfall, I am asking voters to help me protect the advances we’ve made and seek new opportunities for families throughout Senate District 19.

In less than three weeks, early voting begins for the most important statewide election in many years. Voters will choose a governor, lieutenant governor, a slate of other statewide offices and members of the Texas House and Senate. It may not be explicitly on the ballot, but Texans will also be choosing the direction that our state will take for the decade to come.

Last summer I hosted a family reunion that got me thinking about why I ran for the Legislature in the first place. I realized that all the things I wanted to accomplish are tied by a common thread — families.

Strong, thriving families provide the framework for freedom and prosperity. They are the heart and soul of our purpose for living and drive our pursuit of happiness. The success of individual families should be the Legislature’s only gage of its own success and the measure of our greatness as a nation.

The next session of the Legislature is going to be immensely important. We are going to have to make up a budget shortfall of at least $18 billion, perhaps more. Some painful cuts will be necessary, but we cannot balance the budget on the backs of families. We cannot jeopardize our schools, and we must not limit the ability to find and hold a good job that pays a living wage.

That is my goal for the next session and beyond. I hope your priorities are the same. If they are, cast a vote that will allow me to continue fighting for you and your family.

Sign up for the Luna Scholars Program

Many of Texas’ future leaders are attending classes in universities, junior colleges and public schools across Senate District 19. For those interested in a government or public service career, the Senator Gregory Luna Legislative Scholars and Fellows Program will provide an inside track.

A Luna scholar must be an undergraduate student currently enrolled in an accredited educational institution with at least 60 semester hours completed, while a Luna fellow must be a currently enrolled graduate student. Recent graduates, May 2010 or later, are also welcome to apply. Each scholar will receive a stipend and will participate in unique and specialized policy initiation trainings.

The application deadline for the 2011 program is quickly approaching — Oct. 29. If you're not in college yet or don't yet have the required hours, the Luna program will be available in future sessions as well. For details, call Micah Rodriguez in Sen. District 19 Attraction of the Month — Amistad National Recreation Area

Amistad National Recreation Area is the U.S. part of the Amistad Reservoir, an international body of water shared by the United States and Mexico created by a dam on the Rio Grande.

Named "Amistad" to symbolize the friendship between the two nations, the reservoir is located just northwest of Del Rio, about 150 miles west of San Antonio. Typical water levels offer roughly 60,000 surface acres of water, providing recreational opportunities for jet skis, ski boats, sailboats, and house boats.

Amistad is also known for its fishing and bird watching, and history buffs love its prehistoric Native American pictographs. Many visitors also venture onto the Amistad Dam, which offers a view of the commemorative eagles that mark the Mexican border.

Amistad's visitor center is open from 8:00 a.m. to 5:00 p.m. seven days a week, with the exception of Thanksgiving, Christmas, and New Year’s Day.
